As of April 5, Kauai county will join the islands of Oahu, Maui, Molokai, Lanai, and Hawaii in participating in the state’s Safe Travels pre-travel testing program that allows visitors to forgo the required quarantine period if they have a negative COVID-19 test.

Currently, traveling to Hawaii entails the following:
- Complete a Safe Travels Form
- Mandatory 10 Day Self-Quarantine (With the exception of travelers who complete a negative COVID-19 test from a trusted testing site traveling to islands participating in the Safe Travels Program)
- To avoid the mandatory quarantine, take a COVID-19 test and upload negative test result to the Safe Travels system prior to departure or bring a hard copy of negative test result to the airport.
Safe Travels Program
The islands of Oahu, Maui, Molokai, Lanai, and Hawaii currently all comply with the state’s Safe Travels pre-travel testing program. Travelers must have their negative test results prior to departing as an alternative to Hawaii’s mandatory 10-day quarantine.
Governor David Ige has approved Kauai Mayor Derek Kawakami’s request to rejoin the Safe Travels pre-travel testing program for Trans-Pacific travel, effective April 5, 2021. Existing rules for travel to Kauai remain effective until that date.
Restrictions for Interisland Travelers
Inter-county, or interisland passengers arriving in Kauai and Maui counties may bypass the mandatory 10-day quarantine if they take a COVID test from the certified CLIA lab of a trusted testing and travel partner no sooner than 72 hours prior to departure and produce a negative result.
Interisland passengers arriving to Hawaii County have two options to proceed without the 10-day quarantine: either test for COVID-19 up to 72 hours before traveling and receive a negative result, or be tested upon arrival. Individuals may break the self-quarantine to receive an approved test. A negative post-arrival test would allow the traveler to be released from quarantine.
Exemption seekers can submit their requests online as well as review a list of frequently asked questions (FAQs) at travelexemption.hawaii.gov. For more information, read about the state and county orders and check with the county websites for the latest information.
