How the yearly maintenance fees work?

I am looking at resales in Diamond Resorts. I don't understand how the yearly maintenance fees work. They are all over the place depending on the number of pts. Example: For 3,000 pts some fees are low, $400-something, others 600 something and others still higher. Do the maintenance fees go to a particular property? How does that work in a pts system? The cost to buy pts is all over the place too. Some $1.00- others many thousands. Also if I buy a resale- can I only use it at the resort for sale or is it exchangeable in the system?
