Deluxe Ocean View Clarification

Can someone please clarify which rooms are DOV?

ocean front side of the tower closest to water part of the lower suites on tower closest to water all of the upper floor suites on tower closest to water a few of the upper floor suites facing direct oceanfront on back tower. All of the top floor except side facing the mountain

So how does the resort determine who is assigned the rooms directly in the oceanfront? I would think deeded owners would still have their own inventory separate from DRI.
