5 day binding law did not work

We bought La Jolla Mazatlan. Within 24 hours, we completed all the necessary paperwork/mailings/etc. to have our purchase price refunded. For 2.5 years, the Mexican Federal Government in Mexico City (Federal Consumer Protection Agency, Department of Conciliation Services for Foreign Residents) took up our case. The Government attempted to meet with and fine the TS Company 13 times. Finally the Mexican Government gave up and said "your file will be closed without prejudice to your rights in case you decide to take the matter to the Mexican Tribunals." Can anyone help us here? I do not know what to do next? A year ago I found an attorney in Mazatlan (recommended by a Canadian resident in Mazatlan), who abandoned us about 6 months later.
