The last couple of years we have exchanged our RCI week to Big Cedar, but know it seems they never have anything available, even a year out. I am doing something wrong, or has Big Cedar drastically reduced their timeshare exchanges with RCI?

Big Cedar is VERY popular and since RCI started selling owner deposits to the public it's no wonder you can't ever get into Big Cedar now.
