RCI/II needs presentation rules concerning exchanging .....
Most timeshare presentation salespeople hand prospective buyers the RCI or II wishbooks telling them they can trade their unit (if they buy) to anywhere in that book ... this is an out and out lie ..... timeshare presentations should be completly revamped and guidelines should be set in place so these lies can't be told to prospective buyers .... I believe all presentations should be tape recorded in the future like many company's telephone conversations are recorded.
The main reason many people buy from a developer is that they are lead to believe that they can exchange to anywhere in the book at the drop of a hat ..... this is out and out deceptive ....... and then when the buyer can't get that great exchange that the salesperson told them they could get, they then turn on the exchange company.
Exchanging is a complex issue especially for popular locations in popular seasons ..... most people need to deposit at least a year in advance for these hard to get locations and they must have the trading power (another issue) in whatever they own .... however many people don't even think about planning a vacation until a few months in advance and they then deposit and see that absolutely nothing they desire is available. The above scenario is why exchanging is such a complex issue if you are not highly flexible in your choices.
Ten percent of exchanges are desired by 90% of owners.
