There is no VRI "membership". VRI is a primarily a timeshare resort management company (not an exchange company, like RCI, II, DAE; none of which actually manage any resorts). That said, VRI does have an INTERNAL exchange program (called VRI*ety), but it is only available to owners of weeks at VRI managed resorts. The internal VRI exchange program allows for deposit of a VRI managed resort week (to VRI) by its owner for exchange into some other available VRI managed resort week. VRI stated (in April, 2008 correspondence sent out to all VRI managed resort owners) that VRI expects to have more than 150 resorts in their program by the end of calendar year 2008.
I hope this helps to clarify your apparent misunderstanding of what VRI is and what VRI does.
